Genetics just works like that. Since both parents have blonde hair, the mother would carry black hair as a gene from one of her parents.

It’s the same for everyone though if a trait isn’t dominant, then it’s less likely for the child to have it, but not impossible. (Assuming the dominant trait is black hair for the mom’s family, she was lucky to have blonde hair)
