I think he already said it before, he was blinded by the glitz and glamour of reigning an Empire that he neglected his mate. I think he is a common type of cold “lover” who thinks that just because he is her mate, she will stay by his side, regardless whether her love and care are not reciprocated.
About the su*icide part, I thought I read it somewhere where he actually gave that scarf as gift, but the FL, stricken by loneliness and heartbreak from what she overheard him saying that she is not his consort, interpreted the gift as him wanting to take her life and so she did.
