I think he held her at arms length to protect her in the past, and also it seems she was partly responsible. Worrying about what others think and keeping him at arms length and loving him from a distance. What I like about this story is how nuanced it is. There are layers to the situations. He was already emperor so him turning back time for her is something real. He seems, so far at least, to be genuine in wanting to keep her beside him.
