@MangaJunkie is right, in the time period that this is set in, her actions are prevalent and are an acceptable move. The laws you are referring to don’t come into action until a couple hundred years later.
If you assess her action to the current law then yes, the action is against the law. But in the old time, medieval for example, this action was common set that they won’t yield to the request. It’s even common to behead the messenger in the crowd and send the head back as answer to the other party.
