I don’t think Penelope is playing or Callisto is trying any less… I agree with with what @Gemspectre wrote but he/she missed 1 point. Any character who were transmigration in a novel or game, they had 1 other thought back of their mind other than their own survival which is “This is just a novel/game, treat it like one. Do not be attached to any nonexistent character” and they acted according to that. No one knew what will happen once that ends. As for Callisto, he came from a background where his life is constantly in danger and women gave attention either for his looks or position, he knew no one approached him to accept who he really is. Penelope appeared inform of him and started to shatter his long accepted reality. He doesn’t wanted to be played, broken or betrayed by one of his own.
Do not give in to your impatient side and be honest, we all know why we love Callisto. We can tell that any characters like him can be very loyal and crazy for the Women they have given their hearts to. Even with that low of a percentage he is by far the most sane and loyal character which can be found in this Manhwa. Please have some patience and have some faith in these main characters.
Without spoilers, I’m warning you now you might want to hold off reading for a few chapters. I’m reading the novel and I would not want to wait chapter by chapter. I’d be broken having to wait.
I understand some people think penelope it playing with the prince, but I can see why she’s treating them this way. many factors contribute to this: from her perspective:
first she is in a situation where her life is under near constant threat and has to walk on eggs shells and choose her decisions carefully to have any breathing room or chances to relax, especially around the ‘Targets’.
Second, ‘penelope the character not the MC’ has been directly or indirectly killed by each target, some more than others.
Third, MC is starved of love and neglected in both lives to the point she doesn’t recognize it, or has difficulty, giving and receiving.
Forth the system itself puts pressure on to ‘fall in love’. there is also a thought that the feeling aren’t truly the target own will due to said system.
In all honestly I would probably act similar to penelope, wary, slow to trust and scared even with the affection from the prince being so high there is always going to be doubt.

( I may have missed something guys but berate me ok). And also why is his percentage so low… I am sure it will increase now but what else is Penelope supposed to do to make 100% she has tried her best but callisto remains the same….. Don’t badmouth me I still think callisto is the best for her but maybe he doesn’t like to be committed…. Penelope do ur best…. I know it’s tough but life becomes peaceful after these kinds of hardships…. I hope good days come to u and callisto. And I also hope Yvonne is first tortured and then beaten to death….. Tehee
