Nah, I don’t buy that, it’s simply not that easy to know what someone looks like from such a large age gap. Give multiple people a picture of a 2 year old child, present them those children at 16-18 that all have similar characteristics to said child and look like they could be the child and it will be a guessing game. Now if he had information on what she should look like, or anything then maybe he’d have an idea, otherwise it’s just a guessing game. In this scenario she has the tools to prove it, she just wants to play victim to a made up scenario in her head that he doesn’t care to make healed feel better? Or whatever the reason is I guess.

First of all, he only has when you were what, 2 or something as a point of reference, having the same eye and hair color isn’t a tell, they don’t know about your power, so what is there for them to go based on to say you’re the daughter?
