Actually, they were married. In the webtoon chapter 128, you can see Gallahan gifts Tia the ring he used to propose to Shan for Tia’s 18th birthday.
The only difference was that Lombardi THE CLAN, did not acknowledge it before her death.
If I recall correctly, they were going to allow her to be added to the clan when they finally found out that she was pregnant with Tia.
I’ll have to read the novel again to get into the details though.
