Bro, it doesn’t matter if she is the strongest, running past them without authority from royalty, she would disintegrate to dust when she passes the barrier that has been building for 100+ years. She literally made a contract with another dragon that itself is sort of like treason since the emperor she serves comes from a line of half-blooded dragons, which is why she can’t say anything about the contract.
