As I understood, this is supposed to be a test on every wife for their loyalty. However, I think the test was supposed to be cancelled but the tester didn’t receive the message in time so he still executed the order “as usual”. Cancelled because the duke now likes the MC. At least that’s how I assume their actions.
Tho the TL definitly played a big role on how confusing this has become.

So the “Test” that Deckard has been talking about is like Testing Grace if she will stay by the duke’s side and will not betray him? And this Terry guy is part of the plan, that will test Grace if she is Loyal? And the reason why a lot of women disappeared (the duke’s previous wives) is because they failed the “Test” like they are not loyal to the duke?
