The characters are NOT gender-neutral. The translation is just really bad at keeping the pronouns straight. I’m pretty sure the problem lies on how the og male leads were referred to as concubines. A concubine is usually a term used to refer to a female attendant/mistress to a male emperor. However in this manhwa, the novel seems to be a reverse harem so the emperor is female and most of the concubines are male. The translator most likely got the term “concubine” mixed up with the fact that they were men and got the pronouns mixed up. Understandable mistake.(I’m guessing)
Anyway, it’s a good story and a good read. I recommend it.

Dunno is it because of translation or some other reason… But pretty much all the characters are gender-neutral, and I like it! You know that the FL is a girl and her maids seem to be female, but that’s it… Others are a bit of mystery and either it’s on purpose or really nice accident. I’m loving this.
Everyone should read this, it’s nice, even if there isn’t going to be any romance… Probably will later, but there is no hurry for it.
