I think strictly speaking, having a wish from this particular queen is better. She is the one with more experiences and hard-earned power. If the king was anyone else- a bit less irrational, smart people would keep it that way. On otp of that, if she really wanted she could seduce/guilt the king inti doing almost anything. However, as much as he is brawns over brains, he is willing to use his power to make others suffer and everyone knows it.
