The brother really didn’t have another option than being a lesser evil, not like he is the head of the household.
He could have been worse. I see him mostly as a realistic character in a situation he grew up in and had to live in.
That doesn’t mean he isn’t bad, but realistically thinking… What he could have done? Not much.
