Also paper was also originally made from recycled rags (after they stopped using skin) it wasn’t till the mid 1800s that they started using other materials like wood. 1843 to be specific. So ya. You’re arguing cloth not cloth… Muslin to this day is still one of the most inexpensive natural fiber fabric you can buy. It’s just a plain weave cotton.
Tea bags are actually made of paper, because making them out of cloth is insane. This at least seems to be in a post-industrial era, because otherwise using hand woven cloth for single-use items would be a staggering level of luxurious waste.
