In that kind of society, as long as you are not blood related and belong to a moderated noble family anyone can get engaged, even married to the family who is currently adopting you. It’s a way to strength bonds between families, business and even having heirs will be important (because having a child with a commoner means she or he will never be accepted in society as nobility). So, it’s really annoying when they become surprised as the possibility of marriage arise.
